Executive Commitment & Policy Statement

Chengeto Group (incorporating bulk water logistics, vacuum tanker waste management, commercial plant hire, solar infrastructure, tree cutting, and structural pest mitigation) recognizes health, safety, and environmental stewardship as non-negotiable core business requirements.

We are dedicated to providing a safe, healthy working environment for our operators, contractors, client teams, and the general public. Our corporate goal across every deployment is strictly Zero Harm: zero preventable occupational fatalities, zero disabling injuries, and zero uncontained environmental spills.

Corporate Guarantee: No operational mandate, emergency turnaround timeline, or commercial target will ever override the safety protocols outlined in this governance policy. Every operator and technician maintains absolute stop-work authority when unsafe conditions are identified.
02

Statutory & Regulatory Governance

All operations executed under the Chengeto Group network conform rigorously to South African statutory regulations and International Organization for Standardization frameworks:

Occupational Health & Safety Act (No. 85 of 1993)

Strict adherence to Section 8 & 9 (employer duties to employees and persons other than employees), General Safety Regulations, and Hazardous Biological Agents Regulations.

SANS 241:2015 Potable Water Standard

Chemical, physical, and microbiological water certification standards for all bulk water supply, tanker disinfection, and distribution operations.

National Environmental Management: Waste Act (59/2008)

Governs septic, honey sucker, and sewage effluent carriage with certified municipal wastewater treatment plant (WWTW) manifest disposal.

National Road Traffic Act (93 of 1996)

Heavy vehicle roadworthiness certifications, dangerous goods licensing (PrDP-D), axle load weight compliance, and automated telemetry tracking.

03

Division-Specific Operational Safety Standards

Septic Tank & Liquid Waste Logistics Biohazard & Confined Space

Mandatory multi-gas testing (H2S, CH4, O2, CO) prior to opening access manholes. Full biohazard PPE (chemical nitrile gloves, face shields, rubber safety waders). Direct coupling vacuum suction to eliminate airborne splash hazards.

Bulk Potable & Construction Water Food-Grade Certification

Dedicated non-toxic food-grade stainless or coated vessels. Tanker sterilization cycles with batch water quality testing records retained for every bulk municipal or construction handover.

Plant & Heavy Equipment Hire Civil & Mechanical

All excavators, TLBs, and rollers undergo mandatory pre-deployment pre-start inspections. Operators hold certified competency cards with verified medical certificates of fitness for civil site entry.

Tree Felling & Powerline Clearance Working at Heights

Full fall-arrest harness gear complying with SANS 50361. Rigging line load testing, exclusion zone barricading, and verified power utility lock-out / tag-out coordination.

Solar Backup & Electrical Solutions High Voltage & DC Battery

Licensed master electricians for Certificate of Compliance (CoC) issuance under SANS 10142-1. Strict battery storage ventilation and arc flash safety protocol.

04

Hazard Identification & Risk Assessment (HIRA)

Before executing any field assignment, our supervisor completes an on-site Baseline Risk Assessment (HIRA) and conducts a daily toolbox talk.

Risk Tier Example Operational Scope Required Control Measures
Tier 3: Critical Tree work near Eskom lines, confined pit entry Written safe work procedure (SWP), formal client signoff, standby rescue
Tier 2: Moderate TLB excavation, heavy vacuum pumping Perimeter barricading, pre-start checklists, PPE level 3
Tier 1: Standard Bulk water offloading, routine pest spray Certified operator, respiratory masks, spill kits on standby
05

Incident Reporting & Environmental Containment

In the event of an operational anomaly, hydraulic spill, or incident:

  1. Immediate Isolation: Equipment is shut down and the area is secured with safety cones and reflective tape.
  2. Containment: Onboard hydrocarbon spill response kits or biohazard neutralization solutions are deployed instantly.
  3. Notification: Central Operations Desk is informed within 15 minutes, followed by notification to the client safety officer.
  4. Root Cause Analysis: Formal investigation initiated within 24 hours with full corrective and preventative action (CAPA) implementation.
